“I don’t think the name of the plan is important. What is important is that, there is a plan on the table that rallies both sides and they both agree, unify and live in peace”, said The UN Secretary-General Kofi Annan. The statement displays the parameters of the solution: for the solution a table should be set up, and the parties should be at the table. The parties should behave in a comprehensive way and on formatted ground. The basic criterion for the solution that would be implemented must be peace. Annan threw in the towel..... Annan added this striking statement: “I didn’t get any impression yet that the parties are genuinely ready to get into the necessary give-and-take that will lead to a settlement.” According to Annan, for diplomatic negotiations are only possible way is that if the parties come together and the proper conditions form, and that is why new negotiations for the solution are not possible in Cyprus. Annan shows a limited interested due to unripe conditions for the negotiations. From that point we may come to the conclusion that the UN is not primarily interested in justice and equity in Cyprus. Annan’s statement can be evaluated as the UN doesn’t think about any expansion in Cyprus. Given that Austria will get the rotating presidency of the EU for the first six month of 2006 and in this period there will be searching for articles directly related to Turkey’s Cyprus policies, it is not possible to think this to be a positive development for Turkey and The Turkish Republic of Northern Cyprus (TRNC) or that the UN will prefer to stay away from the Island. South Cyprus Greek Administration (SCGA) and the UN have the same opinion The SCGA leader, Papadopoulos, had a key role in refusing the UN Peace Plan – the only plan for long-lasting solution to the Cyrus conflict- and took pride in this refusal. With this attitude Papadopoulos clashed with almost all the actors in the matter, Britain, the US and the EU. Policies of Papadopoulos brought about the temporary isolation of SCGA and the administration was accused of not managing its national processes according to regional and global processes. Later Papadopoulos tried hard to keep the negotiations from being started and he achieved. As a matter of fact an international pressure that would bring SCGA and force it to say “yes” didn’t come into existence. Papadopoulos hasn’t been injured due to “not playing the game according its rules.” That is why SCGA Foreign Minister Yakovu asks for 88% of TRNC’s land and putting pro-1974 conditions as basics for the solution. The Athens based To Vima daily said that Papadopoulos finds “Annan’s thesis natural and logical.” What makes Popadopoulos think that way is that SCGA defends the same opinions as the UN. As a matter of fact Haravgi, a daily published in South Cyprus, pointed to Papadopoulos’ statement that “the people writes the history.” No doubt that this history writing doesn’t include the peace, solution, democracy, justice and pacta sunt servanda. But history is history and it is an extension of Enosis, Akritas and EOKA’s history. Anyway granting EOKA members honors, without any hesitations celebrating EOKA anniversaries while the world is focusing on peace, Papadopoulos doesn’t say anything else. Papadopoulos wants the UN Secretary-General to “prepare the common ground before the new negotiations.” This attitude can be evaluated as time-gaining maneuver. While Turkey is struggling with the rotating presidency of Austria, if the UN doesn’t interfere in the matter and mention peace -and if Turkey threw in the towel the situation that is all in favour of Cypriot Greeks continues. However, if the UN insists on the negotiations and a solution, all the Greek’s arguments will collapse, and if they say no once more to peace, the TRNC might be acknowledged internationally. The existing conditions let SCGA enjoy its EU membership. Besides letting it put pressure on Turkey in the name of Greece and keep saying they are not pleased with their existence in the island out of the system. It is not known whether Austria will meet SCGA’s expectations or not, but in any case there should be no negotiations so that Turkey wouldn’t be able to seek completion of the negotiations. As it is seen that SCGA has been fallowing its politics perfectly since April 24, 2004 and Papadopoulos is proud of that policy. “Not re-unification but slavery once more” In the mean time, attention should be paid what Papadopoulos understands from “re-unification.” Because he says that “re-unification” is the basic principle of the solution. He defines “re-unification” as: “For us re-unification means re-unification of the country, society, economy and all its establishments. That means respect for the will of the people. All others choices are elusive” It means dominance of SCGA on the entire island “without any condition” and it means annexation of TRNC by SCGA. After giving 88% of TRNC to the Greeks, The Turks will be represented in the parliament according to their population in the 12% of the land- that means they have to live together in one place. Another reason for Papadopoulos avoiding the negotiations is that the EU wouldn’t find an opportunity to put pressure on Turkey in the atmosphere of on-going negotiations. In another words, if there is no negotiations and no hope for a solution, there will be no opportunity for Turkey to contribute, in positive and constructive way, to the process. As a result the EU unreservedly puts pressure on Turkey. In this case Turkey will bow to the pressures; SCGA will get its way and TRNC will be offered to Papadopoulos on a silver tray or Turkey will not obey, and as a result it will stay out of the EU because of a Greek veto. And in that case SCGA will be the EU’s “unsinkable aircraft carrier” in the Mediterranean against Turkish and Islamic threats. That is why the Greeks believe in Austria first and then in the UN. As a matter of fact it is well-known the attitude of Austria regarding Turkey. There is no doubt that the negotiation on the EU ground and under the UN supervision will be quite different then the days when the rotating presidency of Austria ends. Papadopoulos’ statement that “Luckily three out of five of the Security Council' permanent members seem to be persuaded that the sincerity of our intention about a functioning and sustainable solution” proves the difficulty of this period of time. Papadopoulos says that: "MY only interest is to keep on being a head state limited to Ledra Palace and the Green Line… I consider that as a great swearword” According to Papadopoulos, it is not a swearword to try genocide over Turks, to isolate them and to leave them suffering from the terror in their homeland. As it is said of him many times, “to be lowered to the leader of the community from the head of the state“ is a swearword. The EU’s Charm… It is not a waste of time that Papadopoulos believes in the EU. The key actors in the Cyprus matter are SCGA, Greece, Britain and Turkey. Only Turkey is out of the EU among them. Other countries are under the EU’s flag; however Turkey is in its sphere of influence. Effectively starting the negotiations by adopting the Framework Document Turkey has no opportunity to defend any argument, document or point out of the acquis communitaire. According to the acquis communitaire, there is the “Republic of Cyrus”. There is no place in the communitaire for what happened after the founding of the republic interference, its juridical basis, the foundation of TRNC and the reason for it. Regarding post-1974, there is the GSCA’s membership in the EU and its veto right as the member. Again, according the same document, the EU would “back the solution and the side that supports the solution.” However for six months the communitaire envisage that “the solution for the Cyprus conflict must not only depend on the BM resolution but also on the EU’s founding values.” Behind this word play doesn’t lay the need for basing the solution on “the EU’s values.” As a matter of fact it can not system can not be founded out of the values that the EU has been defending. Turkish interference and the foundation of TRNC are derived from the fact that “the values that the EU defends now were not implemented.” Behind that word play lays the defense of Greece-Greek Cypriots’ national interests. What this really means is that “the solution under supervision of the UN must suit the members’ interests. There is no doubt that Papadopoulos and his colleagues as well know that the EU hasn’t solved any problem until now. Then it must be seen that the explanation to the demand for the EU’s interference is related to what degree they want the solution on the island. The EU doesn’t hide its attitude regarding Cyprus. This attitude resembles the same attitude toward Turkey. For the EU Turkey for a long time has been a country that doesn’t implement any reform and doesn’t adopt the EU’s values. Later Turkey implemented one reform right after the other, even ahead of some of the member countries. The EU stated that it has been pleased with these developments. But right after all these implementations; the EU caused tension between Brussels and Ankara to arise, arguing that the implementation of the reforms is too slow. It published the Framework Document that indicates the message that “we don’t trust in you” as many as the words inside the document. The negotiations started, but according to the EU’s documents Turkey-EU relations are in its worst period. That is to say, after the temporary improvement the EU turned back its previous parameters, ignoring the last developments. The EU always backed the Greek Cypriots in the Cyprus matter. The Union has never implemented the documents or the requirements for the membership in them. After the EU’s decision that it will back the side supporting the solution, in the referendum carried out on April 24, 2004, The Turkish side turned out to be exactly contrary to the EU’s expectations. Then the EU declared that it appraised the attitude of the Turks and will implement a serial steps to improve the situation. Later it went back on its words and declared that “the solution for the Cyprus conflict must not only be compatible with the UN’s resolutions but also with the values on which the EU depends.” In another words, as is the case with its relations with Turkey, in the Cyprus problem as well when “unexpected” and “uncalculated” developments occurred. It turned off the pressure cooker and turned on the safety valve so not to cause the pressure cooker to explode, when everything calms down, it turned on the cooker and closed the valve. The 10th protocol of the membership protocol, which Papadopoulos signed in Athena in the name of “the Republic of Cyprus”, says that the entire island joined the EU. The _expression the protocol’s effectively implementation of the EU’s values in the land that SCGA doesn’t have sovereignty over, proves that the EU always backs the Greeks. Pre-condition, acceptance under reserve and beyond… For the EU, every resolution is a part of the communitaire. It is binding for “every member and candidate countries.” With more polite words the EU determines the policies for each countries in accordance with Brussels’ interest, considering the natural difference between the member and candidate countries.” If the EU’s demand or policy is not compatible with the previous documents, even if it is not considered to be applicable for a candidate country, the resolution is part of the communitaire, that is to say, it is binding. Failing to comply with the rules means “sanction.” By all means the EU still determines the policies for each country in accordance with Brussels’ interest, considering the natural difference between the member and candidate countries.” There in no doubt that even at the point where Turkey will not bow to the EU’s threatens and intimidations, Papadopoulos’ plans will work out. Because in that case Turkey would be out of the Union on the ground that it doesn’t comply with the demands of the Union, and SCGA will have the role in the East Mediterranean basin as “the Europe’s unsinkable aircraft carrier in the Mediterranean” against Turkish and Islamic threatens. “The brake mechanism” and principle of the requirement of unanimity for all member countries for opening or closing an article regarding the 35 articles in the negotiations the documents regarding Turkey, which were adopted by the Council of Europe and European Commission, and the article that the EU have the right to re-open a closed article in the Framework Document… all these conditions mean that new pre conditions can be continuously produced at any time. In another words, even we take all other factor as fruitless, SCGA has the right to produce incalculable pre-conditions in the name of the EU and in its name. Another certain point is that “the opening of an article”, “the closing of an article”, “the hand brake” and “the veto” are not judicial but political means. That is to say, the appeal for implementation of these means must depend “politics”, not on forensics. It should be taken attention to one of misguiding here. In accord with the EU’s preference, the decision about the right in opening and closing of an article for each member countries means 1,775 vetoes, considering opening and closing 35 articles plus the final and 25 countries( 2*35=70 plus final 71… 25 countries*71=1775) but in practice one veto is enough. Veto “is the right to refuse authority, a law or a resolution.” It means “denial.” All these advantages lay behind the “Valley of Greek’s” decision – in practice the highest authority that is to say the Greek National Council’s decision- not to veto the EU’s decision to start negotiations with Turkey. The baron of this valley, Papadopoulos, knew all these for sure when he was opposing the UN plan. In the said documents and the Partnership Relation Text includes an article that the attitude of Turkey towards its requirements will be reviewed in 2006. The Financial Aid and lifting the isolation… The financial aid promise to TRNC made by the EU after the referendum fiasco on April 24, 2004 was fulfilled neither in 2004 not in 2005. It is expected to be fulfilled in 2006. But €120 million part of this aid was cut due to SCGA’s refusal. It is possible that the EU doesn’t want to spend any money, considering the membership negotiations will be interrupted and the Turkish Cyprus policies will get harder. the promised €256 million’s physiological value is much more than its material value. Thereby it seems to the EU more valuable to hinder “the EU’s helping hand” to the North of the Island because of Turkey’s negative attitude. When the TRNC said “yes” to peace and the solution, the EU had taken a decision to lift “isolation against Turkish Cypriot society” and a financial aid worth €259 million. Lifting the isolation and the financial aid are in the same decision so the isolation should be lifted first or together with the aid. According to the EU “the conditions in the island should normalize” before lifting the isolation. Normalization of the conditions depends on the solution and the solution should be according to the communitaire and satisfy the Greek side. We can check these comments with a development in SCGA. The terror organization EOKA‘s, leader Siros, sent a letter to the DISI Party’s daily, saying that by saying no to the Annnan Plan Popadopoulos didn’t only save the country but also saved the honor of EOKA’s history and Siros gave support to Popadopoulos. That is to say, the “Council” and the “Valley” know what DISI doesn’t know. Certainly the matters regarding direct trade in Marash, the harbors and the Ercan airport are important too. But all of these are secondary matters. There is no doubt the diplomatic procedures don’t move on only one ground or one dimension. They move on different grounds and different dimensions frequently you can get through advancements and regressions. As it is the case in the war some positions are moved backward and inward according to the tactics, the point is to defend the line, and in the Cyprus case too the country, which is the line, should be defended without being stuck in the secondary matters.
